Relax prohibition on unintelligible experimental messages

At the moment, experimental alternatives are banned unless both the sender and recipient understand the intended meaning. This is too strict, given that, for example, forwarding hints can be useful even if neither the forwarder nor the recipient understands the initiator's intended interpretation of an experimental currency. And the purpose of including things like pathTypes in invitations is to allow the peers to identify common ground, so it doesn't matter if one of the path types is an experimental one that's unintelligible to the recipient.
