Don't require padding to specific lengths

Description

While padding messages to a limited set of specific lengths (as currently required) might be a reasonable way to make it more difficult for Big Brother to identify the precise purposes of individual messages, it might also make it much, much easier for Big Brother to block the protocol entirely. Therefore, it would be better to allow the padding strategy to be adapted to the circumstances.

Also, SCTP can do the padding (and bundling) if necessary, so perhaps it's better to leave padding and bundling out of this protocol entirely.
