Recommend against key reuse, rather than prohibiting it

The implementation of T17 might require the reuse of public keys in a signed payment path. At present, the rules for creating signatures suitable for partial agreements prohibit such key reuse, so a very strict parser might reject complete agreements with reused keys, even if a subsequent standard (that the parser knows nothing of) requires such reuse.

Perhaps it's better to recommend against key reuse in general, rather than prohibiting it in this specific instance.
