Description

If relays are required to accept messages from arbitrary senders, they might be vulnerable to denial-of-service attacks. Relays should be allowed to refuse connections from unknown hosts, but must accept them from the destinations specified in relay requests that they've agreed to, during the time between the transaction's completion deadline and the relay request's expiry time.
